Can't read the article, but in my experience in computers or science, if you want to train 'elite workers', you don't hire bosses. You hire things like professors or excellent elite workers - people who can improve the scientific or technical strength of the workers.

Hiring bosses might give them a better handle on business, but (a) that's not coding and (b) it's not government.
