I've flown hundreds of hours using single-surface hang-gliders that effectively have little to no "flat plate" effect, and they make huge amounts of very draggy, slow speed lift. I've flown hundreds of hours using double-surface hang-gliders that make much less slow speed lift, but far less draggy lift at moderate to high speeds. As in all things with aerodynamics - you optimize the design for the performance you want.
