"Risk-dependent" would be a much better name for this methodology. (Why are programmers so fond of this "[X]-driven" phrase?)


Personally, I've always thought of "X-driven" as a mechanically derived metaphor. This shaft drives that gear, which drives that wheel, etc. It's a short form for "what is the most powerful mechanism of this complex thought machinery".
