This feels less like an AI that can match surveillance footage to social media posts and more like a dude who matched EarthCam footage with posts made at the same time (probably just found posts with #locationTheCameraIsAt) and then added some green boxes on top to make it look high tech.

Especially given that he has 4 examples of it working in 2 specific locations. Very reasonable to put those together by hand in a few days.
