Does anyone make a c64-ish SOC with SID style sound limitations, HDMI out, 1/8" audio out, 8-16 GPIO pins, good documentation and development environment (C/ASM)? I wish a simple (restrictive) mid-range system like this existed to develop on as a hobbyist. The Pi is too much, arduino doesn't have the "fun" (interesting sound chip, built in outputs, marketing/documentation).. Does anything like this exist?

Works like a charm and can run C64, VIC, Atari ST, various older computers like PET or TI99/4a or zx81/spectrum.

Yes that makes sense, I wish there was a market for these kinds of systems at the arduino form factor / cost point with more of a hobbyist bent.
