They might have conditions on income, property ownership, citizenship etc. In Cyprus (where I live) the recipients must agree to give unrestricted access to their bank accounts and the application form is quite long (15 pages IIRC). There are people (elderly mainly) that are unable to complete the application.

It's conditional yet it's still called "Minimum guaranteed income".


I was development lead for an affiliate program that never launched. One of the requirements was a percentage and threshold to basically hide actions that should have generated revenue for the affiliate. I refused initially but then the customer insisted that this was industry standard. I don't know if my experience is an outlier but it definately happens.


You can divide people across class lines, religion, geography, political orientation etc. States are just one way but not the only one.
